    President Tinubu Set to Review Government Ministries, Departments, Agencies Performance for Q1 2024

    President Bola Tinubu is poised to scrutinize the performance of various ministries, departments, and agencies (MDAs) of the Federal Government for the initial quarter of 2024. Sources within the presidency acquainted with the matter have revealed that this report will serve as the foundation for Tinubu’s assessment of his ministers’ effectiveness.

    An insider disclosed the submission of an interim report on ministerial performance to the President, alongside ongoing preparations for the first-quarter assessment. However, dispelling rumors of impending ministerial dismissals, another source emphasized the unsubstantiated nature of such speculations.

    Efforts to ascertain the timeline for delivering the Q1 report to the President via the Central Delivery Coordination Unit (CDCU) were futile, as communication with the unit remained unanswered. Despite earlier indications that January 2024 would signal the commencement of performance evaluations across ministries, details regarding the assessment process and its timeline remained undisclosed.

    Under the stewardship of Mrs. Hadiza Bala-Usman, the CDCU has played a pivotal role in coordinating the evaluation process, soliciting input from citizens, industry experts, and the respective ministries. In line with this approach, at least 140 officials underwent training by the CDCU in January 2024 to oversee and assess MDA performance, drawing representation from all 35 federal ministries.

    The assessment criteria, encompassing deliverables, key performance indicators (KPIs), and reporting mechanisms, have been under deliberation, incorporating input from ministers, permanent secretaries, and technical teams.

    This process culminated in the development of 204 deliverables and 888 indicators outlined in the Citizens’ Delivery Tracker (CDT), unveiled by the Presidency in early April 2024.

    Aligned with Tinubu’s administration’s eight priority areas, the CDT encompasses economic stability, infrastructure, social welfare, education, national security, agriculture, governance, and international relations.

    Each priority area has been allocated specific deliverables and KPIs to guide performance assessments and ensure accountability.

    Driven by the CDCU, the evaluation process aims to furnish quarterly assessments and annual scorecards to the President, underscoring transparency, efficiency, and effective service delivery across all government sectors. As the administration endeavors to position Nigeria as a global leader in development and peace, robust monitoring and evaluation mechanisms will remain indispensable in achieving established objectives.

    FG Approves Significant Salary Increases , Pension Raises for Various Sectors

    The Federal Government has granted approval for a substantial salary hike, ranging from 25 to 35 percent, for key sectors including police officers, armed forces personnel, and public servants.

    The announcement was made by the National Salaries, Incomes and Wages Commission and will take effect from January 1, 2024. This salary increase encompasses six consolidated salary structures, covering civil servants, researchers, police, paramilitary personnel, intelligence community workers, and members of the armed forces.

    In addition to the salary adjustments, pensioners under these structures will also experience significant raises, with pension increases ranging from 20 to 28 percent. This decision aligns with the constitutional provisions outlined in Section 173(3) of the 1999 Constitution of Nigeria (as amended).

    The approval comes after extensive negotiations, during which there were discussions regarding a proposed 40 percent salary increase. However, an agreement was reached to implement raises ranging between 25 and 35 percent.

    This move addresses longstanding appeals from Nigerian civil servants for improved compensation. Similarly, labor unions have been advocating for a substantial increase in the minimum wage nationwide.

    Initially, the Nigeria Labour Congress proposed a monthly minimum wage of N615,000, while the Trade Union Congress suggested figures ranging from N447,000 to N850,000, depending on the region.

    These demands stem from concerns over rising inflation and the high cost of living, exacerbated by recent events such as the electricity tariff hike.

    Negotiations are ongoing, with the NLC revising its demands downwards to around N500,000, while considering proposals from their state chapters.

    A final decision on the minimum wage is expected to be made by May 1, 2024, coinciding with May Day.

    FG reclaims ₦57 billion out of ₦5.2 trillion liabilities owed by govt agencies

    The revenue recovery drive of the Federal Government has successfully recovered the sum of ₦57 billion owed by various Ministries, Departments and Agencies (MDAs).

    The amount is part of the ₦5.2 trillion liabilities owed to the Federal Inland Revenue Service (FIRS). Refunds were also made by companies who failed to deliver on projects for which payment had been made.

    According to a statement by the Permanent Secretary, Special Duties, Federal Ministry of Finance, Okokon Udo, who was represented by the Director of Special Duties, Aisha Omar, the ministry became aware of the debts after the collation of data which revealed over 5,000 debtors across over 93 MDAs across the country.

    Speaking during a sensitisation workshop on the Federal Government Debt Recovery Drive through Project Lighthouse Programme in Enugu, Udo noted that due to the outstanding debts owed to the FG, the ministry set up a debt recovery process termed Project Lighthouse, created to properly aggregate relevant economic and financial information from other government agencies who before now, failed to share data.

    Udo explained, “Generally, revenue loopholes have been aided by poor information sharing and enforcement. It may interest you to note that the Ministry, through the consolidation efforts of the Debt Analytics and Reporting Application, has been able to aggregate monumental debts of approximately ₦5.2 trillion.”

    Using Project Lighthouse, it was discovered that defaulting companies and individuals who failed to honour their repayment obligations were still being paid through government platforms like the Government Integrated Financial Management Information System (GIFMIS) and Treasury Single Account (TSA) due to a lack of transparency.

    A breakdown of the debts showed that some of the culprits included corporate entities and individuals with unpaid credit facilities in the Bank of Industry (BOI), Bank of Agriculture (BOA) etc. Other retrieved debts came from Judgment Debt in favour of the government and debts owed to the Pension Transitional Arrangement Directorate (PTAD) by insurance companies amongst others.

    The North-West Democratic Agenda (N-WDA) has strongly condemned those attempting to sabotage President Bola Tinubu’s presidency, asserting that they are enemies of the country and do not represent the North. In a statement jointly signed by its National Secretary, Bala Idris, and Secretary-General, Adamu Adamu Abubakar, the group emphasized that President Tinubu remains highly popular in the North West and the entire region.

    The group pointed out that many of the President’s policies and reforms have directly benefited the masses, particularly in the North West. They highlighted that President Tinubu has given the zone a sense of belonging in his administration by appointing deserving sons and daughters into his cabinet.

    N-WDA stressed that no other President from the South has included the North West to the same extent as Tinubu. “We have observed the recent developments in the political landscape and have decided to voice our opinion on issues concerning the President and the North,” the statement concluded.

    Government Unveils Citizens’ Delivery Tracker to Evaluate Ministry and Agency Performance

    The Presidency has launched a Citizens’ Delivery Tracker, allowing Nigerians to provide feedback on the performance of government ministries, departments, and agencies. This will be based on a comprehensive matrix of 204 deliverables and 888 indicators from 2024 to 2027.

    The deliverables include various government policies, programs, and projects. The launch of the Citizens’ Delivery Tracker on April 8 aims to establish a “strong feedback loop between citizens and the government,” according to the Presidency. This tracker will hold ministers and heads of government agencies accountable against these deliverables and Key Performance Indicators (KPIs) spread across the eight priority areas of President Bola Tinubu’s administration.

    The Citizens’ Delivery Tracker highlights priority areas, including economic stability, infrastructure, social welfare, and education. It maps MDAs with specific deliverables and KPIs for the short term (2024) and the long term (2027).

    For instance, to reform the economy for sustained and inclusive growth, the ministries of finance, budget, and national planning, the Presidential Committee on Consumer Credit, and the Presidential Fiscal Policy and Tax Reforms Committee have been tasked with 28 deliverables and 53 indicators. This includes increasing the Tax-to-GDP ratio to 15 per cent and boosting Internally Generated Revenue (IGR) to N27.17 trillion.

    Similarly, the ministries of interior, police affairs, and defense will be assessed based on six deliverables and 65 KPIs, including registering at least 88,000 inmates with National Identity Numbers.

    The ministries of power, petroleum resources, solid minerals, and steel development, among others, have been tasked with unlocking energy and natural resources for sustainable development.

    They have 27 deliverables and 130 indicators, including the production of at least 1.4 million barrels of crude oil per day.

    During the launch of the Tracker in Abuja, President’s Special Adviser on Policy and Coordination, Hadiza Bala-Usman, stated that the platform will be constantly modified to enhance ease of use and maintain a strong feedback loop between citizens and the government.

    These modifications will allow citizens to track the implementation of constituency projects allocated to Senators and members of the House of Representatives.

    In arriving at the deliverables and KPIs, Bala-Usman, who also heads the Central Coordination Delivery Unit, said the Unit held numerous bilateral meetings with all the Ministers, Permanent Secretaries, and their respective technical teams for six weeks.

    The bilateral sessions looked at the mandate of the respective ministries in line with the Presidential Priority Areas and arrived at the final deliverables and KPIs. For each of these priority areas, we agreed on specific deliverables and developed KPIs, which formed the basis for the performance bond, which all ministers and Permanent Secretaries signed with the President in November 2023. These parameters will guide the Quarterly Assessments and Annual Scorecards, which the CDCU is mandated to present to the President.

    The presidential aide also described the CDT as a one-click portal for President Tinubu to view the performance of his ministers in real-time from his office. During the cabinet retreat for ministers, presidential aides, permanent secretaries, and top government functionaries held in November 2023, President Tinubu said the CDCU would be strengthened to make citizens an integral part of his government’s monitoring and performance management process.

    Reacting to the development, the Senior Special Assistant to the President on Media and Publicity, Temitope Ajayi, said “The government is acknowledging the role of citizens as integral stakeholders in monitoring and evaluating performance.

    Nigerians can now monitor what ministers and Heads of Departments and agencies of Government are doing to deliver on the eight priority areas of the administration.

    Speaking at a press conference in Abuja to mark the tenth anniversary of the girls’ abduction, Clark emphasized the need for the task force to coordinate rescue operations with courage. He criticized past administrations for their failure to rescue the abducted girls and urged Tinubu to be bold in his efforts, leaving no stone unturned to secure their release and establish a legacy for his administration.

    Clark highlighted that approximately 90 girls remain in captivity, stressing that the nation cannot abandon its citizens in such dire circumstances. He called for the appointment of a special task force comprising brave, competent, and transparent individuals, free from nepotism.

    Expressing concern over the prolonged captivity of the girls, Clark urged Tinubu’s government to demonstrate seriousness in their rescue efforts, citing the successful rescue of an American hostage in a similar situation. He emphasized that Nigeria has the capability to achieve similar feats and urged Tinubu to prioritize the rescue mission.

    President Bola Tinubu, former President Muhammadu Buhari, and other prominent Nigerians have expressed sorrow over the passing of Dr. Ogbonnaya Onu, former Minister of Science, Technology, and Innovation, and the first civilian governor of Abia State.

    Dr. Onu, who served as a minister in the previous administration of President Buhari, resigned to contest the presidential primary of the All Progressives Congress, eventually losing to President Tinubu. He passed away in an Abuja Hospital after a brief illness, as confirmed by his family.

    Born in Uburu, Ohaozara Local Government Area of Ebonyi State, the late 73-year-old politician, author, and engineer began his career as a teacher at St. Augustine’s Seminary in Ebonyi State. After completing his doctoral studies at the University of California, he became a lecturer at the University of Port Harcourt.

    Dr. Onu’s political journey started as an aspirant for a senatorial seat in the old Imo State under the National Party of Nigeria. He later contested and won the position of Governor of Abia State in 1991 under the National Republican Convention.

    Mourning the loss, President Tinubu described Onu as a shining star in Nigeria’s political arena, celebrating his contributions to the founding of the APC and his integrity as a scholar and engineer. Similarly, former President Buhari hailed Onu as an intellectual giant and a notable politician.

    The APC and various political figures, including the Deputy Speaker of the House of Representatives, Benjamin Kalu, former governor Orji Kalu, and Senator Enyinnaya Abaribe, expressed sadness over Onu’s demise, highlighting his immense contributions to Abia State and Nigeria.
